Multi-Resolution Communications
This paper analyzes four techniques for accommodating a wide range of video and bandwidth capabilities at end points of a video communications network. A new technique of Scalable Video Coding (SVC), which delivers H.264-encoded layers of progressively more content, is shown to provide optimal results for the participants and the network operator, by minimizing the CPU load and network bandwidth, and by eliminating the need for gateways.
